Regulatory Requirements for Providers of Ground-Handling Services
EASA has highlighted GH Services as an area where a number of occurrences take place, resulting in damage to aircraft and equipment, and physical injuries, which have significant impacts on aerodrome operators and GHSPs. Their aim in developing new regulations is to maintain a high level of safety and a level playing field across Europe. Furthermore, compliance with common rules will permit free movement of persons and services in the EU.
The Basic Regulation 2018/1139 contains Essential Requirements (Annex VII parts 4 and 5) for Ground Handling Service providers (GHSPs) and Providers of Apron Management Services (PAMS). Regulation (EU) 2020/1234 amended the aerodrome Reg (EU) 139/2014 to include Implementing Rules (IR’s) for the provision of Apron Management Services (AMS); and, as a result of Rulemaking Task (RMT) 0728 EASA has now published a Working Paper together with proposed Rules for Ground-handling Services (GHS) and Providers (GHSP). These proposed Rules (in a form similar to an Advanced-NPA) include ARGH (Authority Requirements), ORGH (Organisation Requirements) and GH.OPS. It is expected that Rules for GHSP will be adopted in 2024.
This 2-day course is intended to assist ADR Operators and Competent Authority Inspectors understand the proposed new Regulations for GHSP, and discuss some of the problems that might arise at specific Aerodromes with Application and Oversight.
Ground-handling Organisations will need to apply these Rules, fully, and they will also need to comprehend the structure of EU/EASA Regulations and Rulemaking, and the application of CA Oversight. This course can be adopted for in-house training, to include an Introduction to the EU/EASA System.

Trainer
Moritz Kaschel, M.Sc.
Moritz holds a Master’s Degree in Aeronautical Engineering and is further specialised in Airport Management Systems, Auditing and Aerodrome Planning. As a member of airsight’s consulting team, these combined competencies enable him to assist Aerodromes within their certification process and related fields (e.g. compliance checks and inspections, manuals and procedures, ground handling processes).
At airsight, he conducted several projects for airports such as Dublin, Milan, Luxembourg and others. He also conducted inspections of their airside infrastructure (incl. signs, lights, marking), including the assessment of the pavement conditions - using drones (as holding a commercial UAV operator license and radiotelephone operator´s certificate).
More recently, Moritz assisted Luxembourg Airport to obtain a new certificate in accordance to the new EASA requirements – a task of several months requiring a good knowledge of the applicable regulations as well as project management skills. Additionally, he was involved in the development of a corrective action plan for a major Middle Eastern airport and conducted airside infrastructure inspections in western Africa.
With his broad ranging experience regarding Airport Management Systems and Compliance, he is an instructor for multiple airsight courses.
