Briefing on EU and EASA Aerodrome Requirements - Updates and Changes

As part of EASA’s Work Programme, and in line with the European Plan for Aviation Safety (EPAS), new Rules, AMC, GM and CS are being drafted and adopted every year. Whilst some of these are amendments aimed at improving the effectiveness of the rules, quite a lot of the changes are connected to: the widening and deepening competence and oversite of the EU and EASA; response to safety issues; and, new developments in technology. During 2020, and through to 2022, there are especially large volumes of changes and new requirements; many of these are very detailed and complex, and apply on various dates (past, present and future).
Aerodrome management teams and operations, safety and compliance managers, may feel overwhelmed when faced with a continuous stream of new requirements contained in the Basic Regulation 2018/1139, the Aerodromes Regulation 139/2014, and CS ADR-DSN. Each new EASA Opinion and Decision ought to trigger internal management of change processes, where consideration of the impacts will include: manuals, procedures, training, manning, safety programmes, compliance, record-keeping and coordination with stakeholders.

Then, by focusing on the key issues (differences and additions) which demand the most attention at aerodromes, participants will be able to order their priorities for adaptation and change. Finally, attendees will leave with the references and knowledge they need to help their organisations establish training and awareness briefings for their colleagues.

Therefore, many decision-makers and stakeholders can receive the same information in one hit. This could effectively and directly precede your own in-house change management processes.

Tina Werner-Huynh
Tina holds a Master of Science in Aeronautical Engineering and has further specialised in aerodrome compliance with a focus on EU and international requirements (Reg. (EU) No 139/2014, EASA CS-ADR-DSN, ICAO Annex 14 etc.). These competencies combined, enable her to assist aerodromes within their certification process and compliance monitoring activities.
As a former member of airsight’s consulting team and Aerodrome Certification department, she supported aerodrome operators worldwide by conducting compliance checks of the airside infrastructure (incl. inspections) and by auditing the aerodromes’ organisation and operations. Furthermore, her tasks encompassed the review and creation of aerodrome-related documents such as manuals, procedures and training material.
For airsight, Tina successfully carried out projects for several airports in Germany, Cameroon, Luxembourg, Serbia, Saudi Arabia and many more. For example, she audited the Nominated Persons of a larger German Airport regarding the EU/EASA regulations – a task of several months requiring a profound knowledge of the applicable requirements as well as project management skills.
Currently, Tina works for an international airport where she is a member of the EASA Compliance department.

Moritz Kaschel, M.Sc.
Moritz holds a Master’s Degree in Aeronautical Engineering and is further specialised in Airport Management Systems, Auditing and Aerodrome Planning. As a member of airsight’s consulting team, these combined competencies enable him to assist Aerodromes within their certification process and related fields (e.g. compliance checks and inspections, manuals and procedures, ground handling processes).
At airsight, he conducted several projects for airports such as Dublin, Milan, Luxembourg and others. He also conducted inspections of their airside infrastructure (incl. signs, lights, marking), including the assessment of the pavement conditions - using drones (as holding a commercial UAV operator license and radiotelephone operator´s certificate).
More recently, Moritz assisted Luxembourg Airport to obtain a new certificate in accordance to the new EASA requirements – a task of several months requiring a good knowledge of the applicable regulations as well as project management skills. Additionally, he was involved in the development of a corrective action plan for a major Middle Eastern airport and conducted airside infrastructure inspections in western Africa.
With his broad ranging experience regarding Airport Management Systems and Compliance, he is an instructor for multiple airsight courses.
