Safety Assessments at Aerodromes - Level 2 (Advanced Qualitative)
A safety assessment, also referred to as “aeronautical study”, “safety case” or “risk assessment”, is an integral part of risk management and Safety Management Systems. According to ICAO and EASA, safety assessments are required to address safety concerns in case of non-compliances or deviations from regulations as well as prior the implementation of changes in operations or infrastructure.
The focus of the level 2 training is on advanced qualitative safety assessment technics. This 3-day basic course is notably designed for all personnel involved in airport safety. Our trainers will be focusing on providing the theoretical background and showing practical applications of safety assessments in the aerodrome environment. Participants will have the chance to learn and train all fundamental steps of a safety assessment. This course provides the relevant basics, which are practiced in several exercises and a selection of case studies, giving an insight into more complex safety assessments.
Safety practitioners may consolidate their safety knowledge and learn new techniques for hazard identification and the assessment of risk. All participants will benefit from insights provided by group work and discussions.
By active participation throughout this course, each participant will achieve proficiency and confidence in assessing hazards and safety risks in the airport environment.
After an overview of the applicable regulations, attendees will learn the main techniques for conducting a safety assessment. Especially, qualitative methods will be taught in this context as these methods represent a crucial part of daily safety-related activities. Practical airport-related exercises will be conducted to cover the different steps of a safety assessment. Furthermore, case studies serve to illustrate the application range of safety assessments at different levels of complexity.

Dr. iur. Chehab Salih
Chehab holds a Doctor of Laws degree from the University of Potsdam and is specialised in International Aviation Law. Within his dissertation, he discussed legal questions that arise during the demonstration of compliance at aerodromes, also focusing on challenges states face when international requirements are integrated into national legislation.
An expert in airport operations and safety analyses, Chehab holds a Master’s degree in Aeronautical and Astronautical Engineering from the Technical University of Berlin, with a focus on air traffic control procedures, flight operations, airport planning, and aerodynamics. Chehab has wide ranging global experience in assisting airports in developing innovative operational concepts for safe and efficient airside operations. This knowledge was gained during numerous audits and trainings he conducted on a worldwide basis. In addition, he focuses on various national research projects, for example for the German Ministry of Transport introducing SERA regulations in Germany (IFR flight operations in airspace G).
At airsight, Chehab is responsible for the conduction of aeronautical studies with regards to aerodrome operations, air traffic control, and airport planning, including numerous compliance check studies and analyses of threats regarding implementation of new wind turbines in aerodrome vicinity. Further, Chehab is responsible for aerial service at airsight, focusing on operations of drones at aerodromes. Currently, Chehab is supporting Changi airport during the conduction of the pilot safety case aiming to prove the safe introduction of the 3rd runway.

last training day: 8:00 am - 4:00 pm

Daniele Occhiato
Daniele holds a Diploma degree in aerospace engineering and a Master Degree in Aviation Safety. He is an aviation consultant and project engineer for airsight with extensive expertise in airport operations, aircraft operations, apron management services, ground handling, safety management systems and emergency response planning as well as auditing and compliance monitoring at aerodromes.
For more than 10 years, Daniele has been involved in the development and management of Safety Management Systems and Compliance monitoring systems in both complex (international hub) and less complex aerodrome realities.
At airsight, he is involved in the conduction of safety assessments at airports, focusing on airport and aircraft operations related issues as well as safety management systems.
Daniele is very knowledgeable in the international aerodrome regulations (ICAO/EASA), their national implementation, as well as industry’s best-practices and works for airsight as a lead auditor. He has been part of the auditor team for some ACI APEX (Airport Excellence Programmes) reviews at international airports.
