Safety Assessment for Temporary Displaced Threshold
A European international airport is planning essential pavement replacement works at one end of its single runway. To enable the planned construction, the runway threshold is expected to be temporarily displaced, which will reduce the available runway length and require the closure of two associated taxiways. To ensure safe operations during the planned construction phase, the airport relied on airsight to carry out a safety assessment in accordance with ADR.OR.B.040 requirements.
The assessment evaluated the anticipated impacts of the proposed changes, including effects on runway operations, ground movements, and support systems. It also considered potential conflicts and flow disruptions within the system resulting from the closures. Potential risks such as pilot misinterpretation due to altered visual cues, incorrect take-off or landing performance calculations, NAVAID signal interference, dust and FOD contamination, increased bird activity, and possible infringements of obstacle limitation surfaces due to the construction site were systematically identified and analysed. Additionally, access to one runway end would be limited, requiring aircraft to perform runway turns and backtracking. Potential risks related to the inability to safely perform these turns were also assessed.
The evaluation took a comprehensive view of the system, including weather conditions, available flight procedures, construction procedures, and other relevant factors.
Mitigation measures were proposed, including updates to aeronautical publications, adjustments to visual aids, stakeholder coordination and the implementation of targeted operational controls.
