Safety & Compliance Management for LUC Holders

According to Regulation (EU) 2019/947, any legal person is eligible to apply for a Light UAS Operator Certificate (LUC). The LUC grants the holder different privileges determined in the LUC, such as the internal authorisation of certain UAS operations without prior approval by the Competent Authority if defined conditions are met. In order to receive and maintain an LUC, UAS operators applying for an LUC and LUC holders need to demonstrate compliance with the requirements defined in Part C of Regulation (EU) 2019/947. The establishment and implementation of a safety management system forms a major part of these requirements. The ICAO defines safety management system as “a systematic approach to managing safety, including the necessary organizational structures, accountabilities, policies and procedures”.

This course explores important aspects and components of an effective safety and compliance management system based on the EU requirements for LUC applicants and holders. The participants will be introduced to relevant regulatory framework including the Basic Regulation (EU) 2018/1139 and Implementing Regulation (EU) 2019/947. Moreover, this course will focus on the safety risk management and operational control system for safety-relevant tasks, such as the development, authorisation and implementation of concept of operations. Methods and knowledge of how to create a safety policy, promote safety within the organisation and build a safety culture will be provided to the participants. In order to maintain a safe system, LUC holders are also required to manage changes in a systematic manner and to continuously monitor the compliance with applicable requirements. Therefore, the course will provide the participants with essential basics of change management and compliance monitoring.

The main goal of this course is to enable the participants to apply the requirements regarding the safety management system to their organisation so that safe UAS operations under the LUC can be ensured and compliance with EU regulations can be demonstrated.
This course targets personnel of LUC holders and UAS operators applying or intending to apply for an LUC, including Accountable Managers, Safety Managers and Compliance Monitoring Managers.

Please note that the conduction of operational risk assessments (i.e. SORA) will not be addressed in this course.

Trainer

Moritz Kaschel, M.Sc.

Moritz holds a Master’s Degree in Aeronautical Engineering and is further specialised in Airport Management Systems, Auditing and Aerodrome Planning. As a member of airsight’s consulting team, these combined competencies enable him to assist Aerodromes within their certification process and related fields (e.g. compliance checks and inspections, manuals and procedures, ground handling processes). 

At airsight, he conducted several projects for airports such as Dublin, Milan, Luxembourg and others. He also conducted inspections of their airside infrastructure (incl. signs, lights, marking), including the assessment of the pavement conditions - using drones (as holding a commercial UAV operator license and radiotelephone operator´s certificate).

More recently, Moritz assisted Luxembourg Airport to obtain a new certificate in accordance to the new EASA requirements – a task of several months requiring a good knowledge of the applicable regulations as well as project management skills. Additionally, he was involved in the development of a corrective action plan for a major Middle Eastern airport and conducted airside infrastructure inspections in western Africa.

With his broad ranging experience regarding Airport Management Systems and Compliance, he is an instructor for multiple airsight courses.
