Aerodrome operations require a high availability of the manoeuvring areas and aprons. At the same time, civil engineering works are required to expand the aerodrome and meet traffic demand, or to maintain the structural soundness of the aerodrome infrastructure.

In most cases, aircraft operations and construction works cannot be dissociated, representing a major challenge for the aerodrome operator and other project stakeholders. To maintain safety in such environment, specific procedures and restrictions may have to be implemented on aircraft operations as well as on the construction site.

Furthermore, additional coordination and planning efforts are required to manage the involved stakeholders efficiently.

This 2-day course provides delegates with an insight into aerodrome development planning processes to ensure full compliance with regulatory requirements and to understand and appreciate the necessary control measures which must be followed in order to ensure that an aerodrome remains safe for aircraft movements throughout periods of Work In Progress (WIP) on the airfield.  It explores industry good practice, built upon Commission Regulation (EU) No 139/2014 and associated guidance issued by EASA and ICAO.

The course is designed in an interactive form including group exercises and discussions and will enable delegates to safely plan and manage airside Work In Progress (WIP) activities, from small-scale reactive works to large-scale major development projects.

The course is aimed at aerodrome staff involved in any aspects of airport operations. An awareness of airport operations is preferable, however, no previous experience of airside operations is necessary.

  • Regulatory considerations and compliance: To introduce delegates to what actions and measures the Aerodrome Operator must undertake before, during and after aerodrome development is undertaken at an aerodrome in order to satisfy regulatory guidance
  • The planning process: To familiarise delegates with industry good practice aerodrome development planning processes
  • Basic physical characteristics: To familiarise delegates with the minimum regulatory requirements, as per EASA CS Aerodromes/ICAO Annex 14, associated with the physical characteristics of the aerodrome specifically during Work In Progress (WIP)
  • Risk management and mitigation: To provide an overview of the matters to be considered as part of the risk management and mitigation processes involved in the aerodrome development planning process
  • Minor works and maintenance: To discuss best practice policies and procedures with reference to the undertaking of airfield minor works and maintenance
  • Control of contractors: To provide guidance and advice to delegates on how to manage contractors and their activities whilst conducting work on the aerodrome, in accordance with local requirements, regulatory requirements and industry good practice
  • Runway rehabilitation: To emphasise to delegates the importance of ensuring that airside works are conducted in full compliance with local procedures, regulatory requirements and industry good practice
  • Safety observations and occurrences: To make delegates aware of the different methods and channels of reporting safety incidents and observations, which may be called upon during airside Work In Progress (WIP)
  • Group exercise: Planning of runway maintenance exercise

Possessing both frontline and management experience, gained from working at airports of various scales (regional to international hub) around the world, Mark is able to enhance the learning experience by sharing industry good practices. For more than 10 years he has been contracted by Heathrow Airport Ltd not only to train and assess staff, successfully delivering the UK's first accredited aviation apprenticeships in the airside safety and operations sector, but also to support senior management within the Airfield Operations Department.

Mark has attended the UK Bird Strike Committee (BSC), is an Associate Member of both the International Association of Airport Executives (IAAE) and the UK Society for Education and Training (ASET) and sits on the UK Aviation Industry Skills Board’s (AISB’s) People 1st Airport Special Interest Group (SIG).
