The Basic Regulation 2018/1139 contains Essential Requirements (Annex VII parts 4 and 5) for Ground Handling Service providers (GHSPs) and Providers of Apron Management Services (PAMS). Regulation (EU) 2020/1234 amends the aerodrome Reg (EU) 139/2014 to include Implementing Rules (IR’s) for the provision of Apron Management Services (AMS); and, Rulemaking Task (RMT) 0728 outlines the plans for developing IR’s for GH Services, with an expected implementation date during 2022.
EASA has highlighted GH Services as an area where a number of occurrences take place, resulting in damage to aircraft and equipment, and physical injuries, which have significant impacts on aerodrome operators and GHSPs. Their aim in developing new regulations is to maintain a high level of safety and a level playing field across Europe. Furthermore, compliance with common rules will permit free movement of persons and services in the EU.
This 2-day course will use the experienced gained from the past 10-years’ familiarity with the application of Europe’s aerodrome regulations, to explain and explore the meaning behind these new regulatory requirements for GHSPs and PAMS. In particular, attendees will be given practical solutions to help them prepare their management systems, compliance and safety assurance methods, and, training and maintenance programmes, so they can assure compliance when the new rules are enacted.
