Introduction to EASA and EU Regulations for Aerodromes
If you are in any way connected with the aerodrome business it is important to get ‘up-to-speed’ with the new structure of regulation, the key changes in requirements, and ongoing updates. The new European Commission (COMM) Regulation applicable to aerodrome design, certification, operation, management, maintenance, protection, inspection and oversight came into force in 2014, and full compliance by the end of 2017. This regulation is supported by Acceptable Means of Compliance (AMC), Certification Specification (CS) and Guidance Material (GM) provided by the European Aviation Safety Agency (EASA).
This 2-day training course will provide participants with a working knowledge of European Law, and EASA’s organisational structure, activities and rulemaking process. It will also cover, specifically: Authority (AR), Organisation (OR) and Operations Requirements (OPS) for Aerodromes; Certification Specifications (CS-DSN) for aerodrome design; with a special focus on new rules and concepts, and key differences between EASA CS and ICAO Standards and Recommended Practices (SARPS).
Participants will learn how to interpret the proposed requirements for certification and maintenance of compliance: such as, managing a Certification Basis (CB) including Equivalent Level of Safety (ELOS) and Special Conditions (SC) permanent deviations; manging temporary deviations through the Deviations Acceptance and Action Document (DAAD); and the practical use of Alternative Means of Compliance (AltMoC). The performance-based regulatory system will be explained, showing how it promotes common safety, operational and management standards for aerodromes across Europe and also worldwide.
Within 2-days you will be introduced to the requirements for fully detailed management accountabilities concerning resources, safety, quality and compliance, and the associated management responsibilities to monitor, measure and improve performance. On completion of the course participants will be able to navigate their way through the new requirements and contribute effective interpretations to their own business and in the workplace.

Niklas Feldhammer, M.Sc.
Niklas holds a Master of Science in Aeronautical Engineering. As a member of airsight’s Aerodrome Certification team he supports aerodrome operators and Civil Aviation Authorities within certification or re-certification projects, considering the airport infrastructure and operations, as well as organisational topics.
His key areas of focus include external auditing, compliance checks and further tasks concentrating on aerodrome certification and related fields. In addition, he is experienced with the compliant design and planning of airside infrastructure, including the use of simulation software – always taking into account the unique client specific needs.
At airsight he benefits from a wide range of project experience for aerodrome operators worldwide. He recently conducted several EASA safety and compliance audits at European airports, including Luxembourg, Cologne and Milan. Additionally, he was involved in the development of a corrective action plan for a major Middle Eastern airport and conducted airside infrastructure inspections in western Africa.

Trainer
Steve Garrett
Steve is a safety trainer and consultant with more than 30 years of experience in the aviation industry. In recent years Steve has been supporting airsight by conducting together large studies on behalf of EASA (e.g. “study on the regulation of ground de-icing and anti-icing services”), and by delivering training on the new EU Regulations and EASA Rules for aerodromes, authorities and organisations; including, certification, management systems, accountabilities for senior management, requirements for Authority Inspectors, human factors and operations. As a professional psychotherapist Steve has developed and conducted Human Factors training courses as well as stress and anger workshops. In addition, he has been a regular contributor to the SKYbrary website, and contributed to several EUROCONTROL safety programmes. As well as designing and delivering SMS training worldwide, Steve represented Europe's regional air operators, manufacturers and aerodromes in operational and safety matters within the JAA and during the emergence of EASA. Furthermore, Steve has more than 4,000 hours as a navigator with the Royal Air Force.
