Since the new European Union (EU) Aerodrome Certification requirements were enacted, Competent Authority (CAA, NAA, CA) Inspectors have conducted their first round of oversight audits and inspections against the new Rules and Requirements, and also needed to comply with new Implementing Rules (IR’s) for Competent Authorities, i.e. Authority Requirements (AR’s).  They may also have experienced a Standardisation Audit or Inspection conducted by EASA auditors.

Feedback from inspectors shows that, on the one hand, there is still some uncertainty and inconsistency in interpretation and application of the rules, but on the other hand, both inspectors and aerodrome operators are evolving pragmatic practices to ensure that operations continue, changes are made, and deviations managed safely and efficiently.

Using these lessons learned, this 2-day course is designed to explore some of the practical and pragmatic approaches to applying the rules for oversight, conducting audits and inspections, assessing applications for change and managing deviations.  The training is built around representative examples used to facilitate participants’ engagement in sharing their experiences of problems encountered, and solutions used to overcome these hurdles.  It will provide attendees with effective tools to further develop their oversight programmes, assessment capabilities and auditing skills.

European Safety Performance

  • Linking European and States’ Aviation Safety Programmes and Plans (EASP, EPAS, SSP), EASA Activity Reports and Safety Reviews, Safety Information Bulletins (SIB), and other work-flow activities relevant to aerodromes with respect to safety objectives and risk priorities
  • Consideration of EASA Standardisation audits – conduct and feedback

Oversight Programming

  • Developing an Oversight Programme for each aerodrome
  • Prioritising areas for inspection/audit, through past assessments of operator’s capabilities and means, including their own outputs from compliance monitoring and safety assurance programmes
  • Allocation of resources and scheduling
  • Coordination and collaboration with other CA departments e.g. Air Navigation Services (ANS) division
  • Establishing an oversight plan and programme for approving Changes (especially large projects)

Approving Applications and Plans

  • Responsibilities and Accountability
  • Change Management, Corrective and Preventive Action Plans, and Deviations
  • Assessing operators’ Demonstrations of Compliance and Safety Assessments submitted for approval or acceptance

Approaches to Auditing, Inspecting and Reviewing

  • Document reviews
  • Evidence gathering for audits
  • Site Inspections: interviews, walk-rounds, and dealing with practical problems
  • Integrating Human Factors Training
  • Unscheduled activities
  • Assessing non-compliances, omissions and commissions, issuing Findings and making Observations
  • Enforcement and encouragement
  • Immediate Feedback, Reports and Follow-up activities
  • Specialist subject auditing outside your scope of knowledge, experience and qualification
