The Basic Regulation 2018/1139 contains Essential Requirements (Annex VII parts 4 and 5) for Ground Handling Service providers (GHSPs) and Providers of Apron Management Services (PAMS).  Regulation (EU) 2020/1234 amends the aerodrome Reg (EU) 139/2014 to include Implementing Rules (IR’s) for the provision of Apron Management Services (AMS); and, Rulemaking Task (RMT) 0728 outlines the plans for developing IR’s for GH Services, with an expected implementation date during 2022.

EASA has highlighted GH Services as an area where a number of occurrences take place, resulting in damage to aircraft and equipment, and physical injuries, which have significant impacts on aerodrome operators and GHSPs.  Their aim in developing new regulations is to maintain a high level of safety and a level playing field across Europe.  Furthermore, compliance with common rules will permit free movement of persons and services in the EU.

This 2-day course will use the experienced gained from the past 10-years’ familiarity with the application of Europe’s aerodrome regulations, to explain and explore the meaning behind these new regulatory requirements for GHSPs and PAMS.  In particular, attendees will be given practical solutions to help them prepare their management systems, compliance and safety assurance methods, and, training and maintenance programmes, so they can assure compliance when the new rules are enacted.

This course is also available as an In-house 1-day virtual classroom for management: It is possible to deliver in-house briefings of one-day or less, to assist senior management in understanding their legal responsibilities as accountable post-holders, and provide the necessary background knowledge concerning the new EU Regulatory Requirements for GHSPs and PAMS.

Moritz hat einen Master-Abschluss in Luftfahrttechnik und ist darüber hinaus auf Flughafenmanagementsysteme, Auditierung und Flugplatzplanung spezialisiert. Als Mitglied des airsight-Beraterteams ermöglicht ihm diese Kombination von Kompetenzen die Unterstützung von Flugplätzen im Rahmen ihres Zertifizierungsprozesses und in verwandten Bereichen (z.B. Compliance-Checks und Inspektionen, Handbücher und Verfahren, Bodenabfertigungsprozesse). 

Bei airsight hat er mehrere Projekte für Flughäfen wie Dublin, Mailand, Luxemburg und andere durchgeführt. Er führte auch Inspektionen der luftseitigen Infrastruktur (einschließlich Beschilderung, Beleuchtung, Markierung) durch, einschließlich der Bewertung des Flugbetriebsflächenzustands – auch unter Einsatz von Drohnen (als Inhaber einer kommerziellen UAV-Betreiberlizenz und eines Sprechfunkzeugnisses).

Kürzlich unterstützte Moritz den Flughafen Luxemburg bei der Erlangung eines neuen Zertifikats gemäß den neuen EASA-Anforderungen - eine mehrmonatige Aufgabe, die eine gute Kenntnis der geltenden Vorschriften sowie Fähigkeiten im Projektmanagement erforderte. Darüber hinaus war er an der Entwicklung eines Plans zur Mängelbehebung für einen großen Flughafen im Nahen Osten beteiligt und führte luftseitige Infrastrukturinspektionen in Westafrika durch.

Aufgrund seiner weitreichenden Erfahrung mit Flughafenmanagementsystemen und der Einhaltung von Vorschriften leitet er mehrere airsight-Lehrgänge.
